Program Manager - ACO Operations

The Program Manager will provide leadership and management for daily ACO operations and initiatives. This position will manage the NGACO-Prospect as well as a portfolio which will be run by his or her direct reports. The Program Manager is responsible for the successful planning, execution, financial management, developing and implementing a solid infrastructure to support policies and procedures and operations transition of Program/Programs. Program Manager is responsible to meet all CMS requirements for the NGACO, including, but not limited to attendance at meetings, webinars, meeting all deadlines, submission requirements, new programs and program enhancements

The Program Manager will report directly to the CMO, Northeast Markets. The successful Program Manager must be able to quickly adapt to varying scopes and must be able to manage multiple project planning, implementations in parallel across the company including in multiple states (RI and CT.) The Program Manager will be a seasoned PM, with solid skills and ability to utilize PM methodologies/techniques to plan, organize, monitor, risk mitigate and close assigned departmental and multi-departmental projects. This position will be responsible for identifying opportunities for the ACO to improve patient health outcomes, increase revenue and reduce expenses, The candidate must have the ability to work with internal and external customers and stakeholders and gain team support to achieve the project objectives efficiently, effectively and within agreed upon time, cost and performance criteria. The Program Manager may have direct reports and is expected to use sound judgment, initiative and tact to meet and exceed project goals, objectives him or herself as well as manage and direct resources accordingly.

Job Responsibilities/Duties

  • Successful operations and maintaining ACO infrastructure
  • Participate in weekly, monthly and quarterly joint operations calls/meetings with business partners
  • Collaborate with CMO, network management, medical management, finance, compliance, clinical
  • team, IT and other departments to meet contractual ACO Participation Agreement with CMS
  • Development of process, workflows and reporting to effectively deliver ACO Program requirements
  • Oversee ACO metrics through skilled staffing, ensuring efficient processes, maintain appropriate communication with workstream committees and physicians
  • Support a patient-centered model for care delivery and regular presentation to executive management and others on performance/quality outcome and key indicators of operations to improve patient health outcomes
  • Manage a team of resources to develop initiatives. Ensure project plans are clear, concise, measureable and manageable and are capable of achieving the project goals
  • Successfully manage assigned program and manage projects in through the entire project management life cycle, from initiation through execution and closure/completion of the NGACO. Work with project teams in evaluating, analyzing, planning, organizing, executing and deploying projects.
  • Apply best practice project management techniques and activities, including, but not limited to, risk and issue management, scope management, schedule management, communications management, cost management, and benefits management
  • Concurrently manage multiple projects that may be at various points of the project life cycle.
  • Serve as a liaison between the Program Management Office and rest of the organization managing assigned program, cascading necessary information both ways
  • Actively monitor and report on the progress of program against baselined artifacts. Work with direct reports to mentor, direct, guide and monitor performance
  • Identify risks and issues and conduct follow-up on off-track/lagging projects and tasks. Develop strategies and action plans to resolve issues and mitigate risks. Escalate risk and issues as appropriate for timely resolution and mitigation
  • Understand and articulate the impact of program and projects on other business functions, the potential impact on associated functions, and how decisions are made regarding the project that may have a cross functional impact
  • Organize, facilitate, manage cross-functional meetings, independent workgroups, ability to deliver on time and complete work product


Minimum Education: Bachelor's degree or commensurate experience required, advanced degree preferred.

Minimum Experience: Five or more (5+) years' experience in healthcare, preferably within a Medical Management organization. Minimum of five (5) years related experience managing medium and large and complex projects.Must have strong working knowledge of MS Word, MS Project, MS Excel, and Visio.

Req. Certification/Licensure: Certificate in Project Management desired.
